The recession has taken a toll on state funding of many programs. The budget director for the state of Kansas, Duane Goosen spoke at the Rasing Riley annual community meeting and discussed some of the funding shortfalls. Goosen says the revenue in the state budget is continuing to drop and officials must reduce the budget once again, however Goosen is optimistic that the revenue will flatten out and grow once again, but until that point, tough decisions will have to be made
